Abstract

Bullying is the repeated, constant and consistent exposure of one student to negative actions by another for a period of time (Olweus, 1993). It is one of the worst expressions of violence in schools. The purpose of this study was to explore how the Puerto Rican school system implements public policies and strategies for bullying prevention. Research methods included public policy content analysis, interviews with administrative staff, and focus groups with school personnel. The qualitative analysis highlights that policies deal with prevention, intervention and follow-up. According to the participants, greater attention is given to prevention, focused on educational activities and printed material. There is limited attention to intervention and follow-up, as they require the development of an action plan by a multidisciplinary team. Findings propose that adequate investment of resources, as well as the participation of the whole school community is necessary to properly implement prevention policies.
