The missing process, and claiming its presence: Evaluation

Abstract

This essay describes several situations happening in the current Puerto Rican context, where the absence of the evaluation process is evident in its principal affairs, representing accountability and the effective management of finances and public funding. It reflects upon evaluation as a missing practice, for which we must seek its presence in education and especially in how the government works, as well as in both public and private agencies. The author calls for the incorporation of evaluation processes that will allow judging, through clear criteria, the effectiveness and merits of the everyday workings and planning in the country’s public institutions. He also encourages that any decision-making be preceded by a conscious reflection, as a result of valuing, appreciating, judging positively and even assessing the experience under consideration.
