Abstract
Developments related to the third mission of universities were explored in nine academic units from six higher education institutions (HEI) in Puerto Rico. Expectations associated to this function, descriptors and critical issues related to the characterization of third mission were analyzed from the framework of Laredo (2007). The study followed a qualitative phenomenological approach and was conducted in two phases: extensive document research and analysis of normative and descriptive documents from each participating institution and structured in-depth interviews with key HEI stakeholders. Among study results, it can be highlighted that some universities integrate third mission in the areas of human resources, knowledge dissemination and socio-cultural integration. However, most universities are not involved in research, even when this activity was explicitly found on mission statements. Lack of research activity affects innovation and development in diverse fields of knowledge. Further implications for Puerto Rican economy, higher education and public policy are discussed.
