Abstract
The article is about the historical development of social security as a universal value. Social, political, and economic conditions that led progress or stagnation of the social security programs in Europe, through the twentieth century to present days, are discussed. Four fundamental principles are proposed for the Social Security: dynamism; solidarity; compulsory; advertising; and equality. Finally, the actual status is discussed briefly.
