Abstract
The article examines the impact of Brazil’s distributive fiscal
policies during the Covid-19 pandemic. The case of the state
of Rio de Janeiro and its municipalities is discussed through the
analysis of public data related to health and public finances. The
period from January 2020 to July 2021, the critical moment of the
pandemic, is considered. The analysis takes into consideration
the financial conditions of local governments to deal with
the health crisis. An inclusive and sustainable development
perspective is used. The results point to an unequal fiscal
distribution, which did not consider the characteristics and needs
of metropolitan cities with higher population density. [
