Abstract
The development of human resources is an indispensable factor in sustaining Puerto Rico's economic development. A properly educated and trained labor force is necessary to implement the social and economic plans already developed or in the process of being formulated. A development strategy that involves the matching of the labor force with jobs depends on the utilization of each worker according to his or her training and ability. Human resource planning must be carried out simultaneously with economic planning. Both types of planning require, in order to be carried out effectively, complete, detailed and recent information on the requirements and sources of the country's human resources and on its educational system.
