Abstract

This article is based on the work of a seminar on planning in small countries, organized by the authors, that was held at the Graduate School of Planning of the University of Puerto Rico during the 1969-1970 academic year. In this seminar, various aspects of planning in small countries were discussed: the relationship of scale to the regional balance criteria, the elaboration of internal homogeneity indices between the components of the social system, the relationships between different aspects of planning and the size and Of course, the various size measurements that have been used were discussed. This work, however, is limited to an aspect related to the problem of small countries, but not limited to these: the problems that a high degree of openness in the system entails for planning.
