Abstract

The idea of preparing this issue of the Magazine ''PLERUS'' dedicated to the problems of external dependence and its implications for planning, arose some time ago in light of the work of the Planning Seminar of Piases Péquenos, held during the school year 1969-70 at the Graduate School of Planning of the University of Puerto Rico.The Seminar established the need to include the external factor in the planning of many underdeveloped countries.
