Abstract

Within the many meanings of the concept of public policy, popular aspirations, that is, the predominant values in society obtain expression in different ways.The concept of ''own home'' is one of these manifestations that, regardless of its historical development as the value of Puerto Rican society, finds wide expression in the most diverse ways in public policy on housing.But along with the concept of ''own home'' there is also the inconsistencies arising from the confrontation of popular aspirations with the need for a system of priorities within which different sectors compete for the distribution of available resources.Therefore, nothing more unattainable in the experience of the last three decades than that objective so precise and specifically configured in public discourse and government planning.
