Abstract
An urban development strategy is an indispensable reference framework to guide the selective expansion of certain towns and cities according to their potential and the requirements of the industrialization and socialization processes that affect the development of Puerto Rico.It is also the basis of a model to clarify the networks of circulation and communication, as well as the distribution and location of the public and social services necessary to improve education, health and coexistence.
