Investigations into bureaucracy have increased in recent years.Based on the weberian characterizations, comparative studies on this subject offer us a greater understanding of the two fundamental dimensions of bureaucracy: on the one hand, it is an administrative apparatus, seemingly neutral and instrumental in the issues of political decision, and on the other hand, it is a potential and often updated center of power
The aim of these brief notes is to point out some problems of bureaucracy in developing societies.We believe that understanding these processes is important, as they affect the possibilities of instituted an operating and creative democratic system
