The State Administration plays a decisive role in planning, because it is responsible, as a representative of collective or community interests, for the direction of social processes capable of being ordered to a extent compatible with the philosophy and political structure of the Nation.It is the only body in social life that can have an overview and necessary impartiality, as well as the only one that has sufficient technical, economic and human resources to lead ''development''.The management of collective processes is mainly done through legislation and administration.Management performs management and planning tasks.The former concern the needs and interests present, whereo ''the latter are to change the existing situation with a view to achieving the long-term objectives defined by the plan''
