Development of local planning processes in Venezuela

Abstract

The Foundation for Community Development and Municipal Development (FUNDACOMUN), to which I serve as technical advisor, was created in 1962 with two fundamental purposes: 1) to promote the development of human resources by stimulating the organization of the community for participation in social and economic improvement programs; and, 2) to develop the capacity of local governments and to fulfil their role in national development,

     a) by stimulating local government officials and employees to improve their competence;   

     (b) expanding the framework within which local government operates;      

     (c) providing information and technical services to municipalities;      

     d) providing financial assistance to community development projects
