Abstract
Small-scale businesses, whether formal and visible or informal and invisible, have grown in importance in developing countries as sources of employment for the unemployed or underemployed and as factors contributing to national economic growth and economic equality. In Cuba, the economic policy measures established in full force around 1993 facilitated many self-employed commercial activities which were formerly considered illegal and in which Cubans had already secretly participated. These policies improved the provision of important basic needs, especially food and cargo and passenger transport. The objective of the study, therefore, is not only to present that the state should allow the broader concertation of these individual and family businesses, but also in terms of industrial strategy, to propose that small non-state enterprises may better perceive the government sector in the role of facilitator than in the role of regulator.
