Abstract

Increasingly, planning processes in government tend to reveal disappointments and limitations in achieving expected outcomes. On this topic, we present an approach to strategic planning linked to governance for the public sector. Throughout the discussion of theories, examples, and existing public policies, such as the Law 236 of 2010 and Law 81 of 1991 of Puerto Rico, this article will provide an analysis about the relationshipSpecial attention will be given to the importance of promoting citizens‘ participation as a vital part of the planning process. We hope that the recommendations provided in this work will promote a change of paradigm in the policymaking processes between governance and the process of strategic planning.
