Abstract
The Municipal Reform of 1991 has not yielded the expected results. The degree of autonomy promised by it has been achieved by only a handful of Puerto Rico’s 78 municipalities. In 2013, the Governor approved Executive Order 2013-036, creating a Commission on Decentralization and Autonomous Regions with the task of studying the issue and considering the creation of a regional level. The Commission presented its final report in February 2014. This article examines a specific aspect of that Report; the recommendation to create regional governments and propose a broad policy of decentralization, which would exclude the political dimension. This reflection leads us to theorize precisely about the impact of this new regional entity on local and regional political relations.
