Abstract

This article analyzes from a political and organizational perspective, the transformation in the relations of power between public and private in the port sector in Colombia after the issuance of Law 1ª of 1991 (Statute of Maritime Ports). For this, the cases of the Regional Port Societies (SPRs) of Cartagena and Buenaventura are analyzed, starting from the changes that the concession process generated in the property rights that modified the way of organization and management of the ports, the property ownership on the structure, superstructures and capital goods with which it operates in the sector; as well as the capital - labor ratio, from the point of view of labor recruitment.
