Abstract
In this article, I explored the concepts of power, empowering, autogestión (self-manage work cooperatively) and participation, is potential and contradictions in the decisión making Communities of Puerto Rico, Act. 1 of 2001. I analyzed the relation between these concepts in the law, its implementation, and its entailment with the decisión making process. I concluded that the Act 1 takes part in favor of the Special Communities and their situation of poverty and marginalization, that it has the potential to move the power relations in favor of the citizens and guarantees spaces and concrete support for the strengthening and development of these concepts. I recommended amendments to the Act that will respond to a greater community participation in the decisión making government offices.Downloads
