Abstract
The frequency, the costs involved in the disaster and the alleged increase in severity due to climate variability resulting from climate change pose major economic challenges and new risks for vulnerable populations. Since all instances are required innovative approaches and investments to increase the capacity to respond to disasters caused by natural hazards to prevent possible consequences. In this sense, analyze responsiveness of a given population in a disaster as was the fire in the colony November 20, Extension May 1, in the community of El Colomo, Manzanillo, Colima, on June 15, 2010, is very important to deepen the understanding of the role that different social actors involved had during the event as well as the recovery and reconstruction. In this paper we note in the introduction why is it important to study the capacity in disaster response. In the methodology section we will detail how to carry out the study. The results expose what was the response capacity of the population before the disaster And finally, the conclusions reflect the findings environment.Downloads
